the article seems to be refering to the national league as the logan cup which was only ever 5 or 6 teams at the most
but i agree its the club cricket which we need to focus on

They've got their competitions mixed up. National League takes clubs from the provincial feeder leagues, and while it's smaller this year than usual (only 4 Harare clubs instead of the usual 6), it's more-or-less running as it should. What's surprising this year is who's in it - Harare Sports Club and Old Hararians are notable by their absence, and Emakhandeni usually make an appearance from Bulawayo.
As for the Logan Cup - historically, it's been a 4-team competition for the vast majority of its existence. Masvingo were the 5th - they got 1st-class status in the early 2000's, I think - so going back to 4 teams this season is a) returning it to its historic format, and b) being realistic about the available pool of players, lest they get criticised for poor standards again.
The point they make about club-level cricket seems to be spot-on, though - even ZC aren't disputing that something needs to be done there.
